No it couldn't. All of the above would find it difficult to get up on the saddle, for most their balance is not as coordinated so without handrails they could easily fall, which for the elderly and pregnant is much more serious. Those in the video are in very good shape, obviously not couch potatoes, they wouldn't stay that way if they rode around in a wheelchair. One has to be in good shape to ride this and those in good shape probably realize they wouldn't stay that way if they did. FAIL.
